Full text of the objective 14.1 "Support efforts of developing countries to combat illegal logging and associated illegal trade" from the National Strategy

Flanders:

Technical and financial support through the programmes financed by the Flemish Fund for Tropical Forests

• MR289 Versterking van deelname en rol van Vlaanderen in het internationaal natuur- en bosbeleid (zie ook deel ‘Internationaal milieubeleid').
• MR386 Milieu, ontwikkelingssamenwerking en armoedebestrijding integreren en uitbouwen: Vanuit milieuoogpunt de Noord-Zuid-samenwerking bevorderen binnen het Vlaamse ontwikkelingssamenwerkingsbeleid. In milieu-projecten in ontwikkelingslanden armoedebestrijding, duurzame consumptie en productie en/of het behoud en duurzaam beheer van natuurlijke rijkdommen centraal stellen. De nadruk zal hierbij liggen op capaciteitsopbouw, met name op samenwerking en uitwisseling van expertise om de nodige structuren, methodologie en een regelgevend kader uit te bouwen. Naast de samenwerking van overheid tot overheid is er ook samenwerking mogelijk met intermediaire en wetenschappelijke organisaties en met maatschappelijke groepen. Voorbeelden hiervan zijn de ondersteuning van lokale overheden en de samenwerking inzake duurzaam landgebruik, duurzaam bosbeheer, afvalpreventie en -recyclage en bestrijding van bodemerosie.

Brussels:

Federal:

Exploratory legal review of available policy options to restrict the import in the EU of timber and timber products harvested through illegal logging. Press conference (June 2005) to call the EU Commission to explore options to ban illegally logged timber from our markets. . For specific actions --> DGOS

Furtue actions:

• Belgian support on the ground to prepare the establishment of voluntary partnership agreements;
• Development of public procurement policies to promote legally produced timber products;
• Inclusion of the issue of illegal logging in bilateral aid for forestry projects;
• Analysis of possibilities to apply national legislation (such as money-laundering) to prosecute crimes related to illegal logging;
• Promotion of private-sector initiatives that encourage companies to use voluntary codes of conducts for the legal harvesting and purchasing of timber;
• Belgium should support The FLEGT Action Plan on the ground by initiating projects in timber-producing countries to prepare for the establishment of voluntary partnership agreements;
• Belgium should support efforts at EU level to complement the voluntary approach by exploring options to develop legislation to control imports of illegally harvested timber into the EU.
