CBD ratification process in Belgium

Signature

Belgium signed the Convention on Biological Diversity during the United Nations Conference on Environment and Development (UNCED), the so-called "Earth Summit",  in Rio de Janeiro (Brazil), on 5 June 1992. Signature is an indication that the country undertakes a careful examination of the treaty to determine its position towards it.

Ratification

Belgium went further by ratifying the CBD in 1996, hence agreeing to be legally bound by the terms of the Convention. The ratification process was complex. The 'instrument of ratification' could only be deposited at the United Nations after ratification by the 3 Regions, the 3 Communities, the federal Parliament and the federal Senate. This was done on 22 November 1996 and Belgium became a 'contracting party' to the Convention on that day. Ninety days later, on 20 February 1997, the Convention entered into force for Belgium.

Instrument of ratification

The instrument of ratification of Belgium was deposited at the United Nations in New York on 22nd November 1996. Belgium became hence a Contracting Party to the Convention on that day.

In pursuance with Art. 36, point 3, of the Convention, the Convention on Biological Diversity entered into force for Belgium on 20 February 1997, 90 days after the deposition of the instrument of ratification.
