Background

The IUCN Intersessional Programme 2009-12 calls for greater attention to human wellbeing and social related issues, particularly in areas of poverty reduction, livelihood security, indigenous issues and cultural values. This was further strengthened by Resolutions and Recommendations from the Fourth World Conservation Congress.

Led by IUCN’s Senior Adviser on Social Policy, IUCN started in 2008 a DFID-funded project called Improving Natural Resources Governance for Rural Poverty Reduction (INRGRPR), which closely links with a broader range of activities that IUCN programmes carry out on governance of natural resources and rights-based approaches. This project aims to enable better environmental governance including fair and equitable access to natural resources, a improved distribution of benefits, and more participatory and transparent decision-making processes. It is a 5-year project with a portfolio of 10 sub-projects implemented in 13 countries in Africa, Asia, South America and the Middle East, one cross-cutting component on protected area governance and one global technical and coordinating component. One of these components is a project in Benin focused on improved livelihood security of poor communities neighboring National Park W and sustainable and decentralized governance of natural resources.  Currently the INRGRPR is in the midst of a midterm review, which will be completed soon and will include recommendations on how to strengthen project implementation and impacts.      

As a result of the midterm review, it has been decided to close the sub project in Benin.  A three month strategy for project termination has been developed and includes a strong focus on learning and documentation of results and challenges to date.  In this context, there is a need for a consultant who can support this three month strategy and lead the learning and documentation processes.    

Duties  

The consultant will be responsible for reporting and documenting project results, challenges and lessons to date, in order to produce reports necessary for the donor and contribute to the project’s overall learning strategy.  To achieve this, he or she may need to utilize various means including interviews with project and government staff as well as local stakeholders in and around Park W.    

Specific Responsibilities will include:

• Organize, implement and facilitate a learning exchange between stakeholders in Park W and actors in a site in Burkina Faso. 
• Develop final version of the learning exchange report. 
• Collect and organize necessary information for monitoring of project results and impacts to date for period April 1, 2010 to March 31, 2011 and April 1, 2011 to June 30, 2011. 
• Produce and submit to IUCN quarterly technical reports for the period January to March, 2011 and April to June, 2011. 
• Develop final version project annual report, as per DFID guidelines, for Y 3 (April 1, 2010 to March 31, 2011) and Y 4 (April 1, 2011 to June 30, 2011).
• Identify and document challenges and lessons learned in the Benin project to date. 

Deliverables and Timelines

Qualifications of the Consultant

The consultant will be expected to possess at least the following skills and experience:

• An advanced university degree in environment, natural resource management, development planning or other relevant fields. 
• At least five years experience in natural resource management projects in Western Africa and Benin. 
• Experience in project monitoring and evaluation, especially reviewing conservation programmes, and preferably some experience in addressing the role of forest conservation in the wider practice of conservation and sustainable development;
• Proved experience is leading learning processes and documentation of lessons learned. 
• Excellent ability to communicate orally and in writing in French.  Good writing skills in English would be a desirable asset.

Coordination

The consultant will be supervised by the IUCN Burkina Faso office and will collaborate with the Project Officer in IUCN HQ. 

Time table

Consultancy will be for a month and a half from May, 1th to June 30th, 2011.
